run by laws that respect people's rights. PJN is seeking a proactive, diligent
individual with a strong background in managing large-scale programs for both
domestic and foreign organizations that target gender-based violence.
under
the Aawaz II Program, child marriage, advancing and defending the rights of
transgender people, people with disabilities, and religious minorities as the
Provincial Lead for Punjab, situated in the Provincial Secretariat Office of
the Pakistan Jewish National Committee in Lahore.
AAWAZ II PROGRAMME INTRODUCTION:
In order
to support and strengthen the development of marginalized groups such as women,
children, youth, religious minorities, people with disabilities, and other
local communities in Khyber Pakhtunkhwa (KP) and Punjab provinces, Aawaz II
works with them. The British Council oversees the program.
To carry out the community-based interventions in KP and
Punjab, Aawaz II collaborates with two provincial partner organizations as well
as downstream partners at the district level (DSPs). The community component
concentrates on offering information and referrals, encouraging citizen-state
participation for service uptake, and strengthening local communities' ability
to alter their behavior in order to lessen acceptance of child marriage,
gender-based violence (GBV), and intolerance. In Punjab province, Aawaz II's
provincial partner is the Peace and Justice Network (PJN).
TERMS OF REFERENCE FOR AAWAZ II PROGRAMME PROVINCIAL LEAD PUNJAB:
The Provincial Lead will be in charge of organizing and
overseeing program interventions at the provincial level and making sure that
pertinent stakeholders are informed of community problems related to Aawaz II
theme areas. Supporting the Aawaz II Provincial Forum administratively and
technically, managing stakeholders in Punjab, liaising with downstream
partners, pertinent provincial authorities, and other duties are important
responsibilities. Other important duties include organizing and carrying out program
activities, supervising the work of district and provincial teams, effectively
executing workplans to attain predetermined outcomes, and guaranteeing the
quality of program interventions.
Key responsibilities:
Programme Management
Create and maintain connections with downstream partners,
other FCDO programs, civic society, relevant provincial government departments,
and the United Nations Joint Partners (UNJP).
Create a provincial advocacy strategy that targets vulnerable populations and
focuses on the Aawaz II themes, in collaboration with the provincial team,
DSPs, and the Aawaz II strategic lead.
Develop a plan of action to address the concerns brought
out by the communities, concentrating on the province and district levels to
assist the Strategic Lead.
In meetings and strategic conversations with province and district
stakeholders, including civil society forums, represent Aawaz II.
Oversee and direct the Aawaz II Provincial Forum (PF) and PF Executive
Committee's activities, such as meetings, seminars, consultations, and advocacy
campaigns.
As needed, give Aawaz II provincial and district teams and
stakeholders technical advice.
Assist Aawaz II's capacity-building and orientation initiatives throughout the
province.
Give Aawaz II community structures technical guidance and set up a regular
system of coordination and contact between the provincial and community forums.
Gather and disseminate information, updates, and guidelines
about the Aawaz II themes and vulnerable groups from stakeholders at the
provincial level. Share these materials with the DSPs/DFs so that the
appropriate teams can distribute them to the district and community levels.
Maintain frequent contact with the relevant Pillar Leads and the Head of
Programme Delivery to provide technical input and direction. Regularly
coordinate with PMU of Aawaz II for technical assistance.
Lead and oversee the province Aawaz II team. Offer the team technical support
and guidance in order to help them achieve program outcomes, including
organizing team member activities and ensuring the quality of the output.
Help PMU close down the project and make sure all project documentation is
finished and updated in an online database or folder.
Knowledge Management
Create policy briefs tailored to individual programs and
other materials pertinent to Aawaz II's focus areas with the strategy manager
and PP team's assistance.
Best practices, case studies, and program-related learning should be recorded
and distributed.
Reporting and Communication
Provide program updates and reports of the highest caliber,
including quarterly and annual reports.
Create documents, presentations, and event reports as needed.
Update the program's monthly tracker.
Evaluate and evaluate program risks, keep track of risks Register for
high-level risk updates and provide them to PMU on a monthly basis. When an
escalation is necessary, share the information right away.
As asked, supply information to help the PMU team.
Support the program's communication efforts, such as campaigns and the
distribution of IEC materials.
Control the visibility of Aawaz II on pertinent websites, such as the OAKDF
website.
Conduct the Aawaz II Provincial Team's weekly team meetings to discuss progress
and create action plans.
Partnership Management
Oversee and lead the provincial team, overseeing the
scheduling of workdays and timesheet reviews.
Approve work plans and ensure the quality of the outputs of the Strategy
Manager, Program Coordinator, Youth & Capacity Building Officer, and Field
Monitoring Officer. You will be accountable for their team performance and
quality assurance.
Lead the execution of the project workplan and provide the provincial team with
technical support, including day-to-day management assistance.
Make field trips to project districts as needed to oversee
technical aspects of the program, implement field interventions successfully,
and advise field teams.
Collaborate closely with Phase 1 and Phase 2 district forums.
Safeguarding Anti-Fraud and Risk
Management
With assistance from the Aawaz Safeguarding Focal Person,
track developments with the PP's safeguarding action plan and safeguarding risk
assessments.
serve as the Provincial Partner program's Safeguarding Focal Point. Establish
office and team management procedures and make sure that Aawaz II operational
and safeguarding policies and procedures are followed.
Serve as the province EWS/ERM Focal Point and adhere to the SOPs' requirements
for due process.
Financial Management
Collaborate closely with the finance team in order to
present the expenditure projection and variance comparison.
Participate in assessment activities and partner due diligence with the PMU
team.
In charge of proving that program activities are cost-effective, with
assistance from the strategy lead.
Make sure PMU is informed of any concerns pertaining to the contract or its
implications for the budget.

STANDARD MINIMUM QUALIFICATION AND
EXPERTISE:
COMMON MINIMUM EXPERTISE AND QUALIFICATION:
a track record of directing policy advocacy and
consultations as well as a proficiency in forming partnerships and working with
civil society forums and organizations.
An asset will be knowledge of creating and implementing training programs and
educational activities on gender-based violence, child marriage, social
cohesion, religious peace, and other relevant topics.
a track record of managing relationships with networks and organizations at the
local, state, and federal levels.
able to lead the program team on their own with little guidance.
Uphold the highest standards of professionalism while working under duress in a
demanding, fast-paced, and occasionally challenging workplace.
Language proficiency in Punjabi/Seraiki, Urdu, and English.
Outstanding writing abilities with a track record of creating reports and
briefing papers in English.
