Detailed Technical
Requirement:
a)
All cars offered must have an engine
capacity of 1300cc or above.
b) The 4x4 vehicles given must have an engine size of 2800 to 3000cc or less.
c) All cars given for the project must be adequately maintained and no older
than four years from the year of production. The year of manufacture solely
relates to automobiles.
d) Vehicle odometers should not show more than 50,000 kilometers.
e) A copy of the vehicle's registration and insurance certificate will be
provided prior to deployment.
f) Our office will disclose the vehicle's online web tracking login and
password for tracking purposes during the deployment time.
g) All vehicles must pass the accompanying Check List - Annex C before being
accepted for deployment.
Drivers' requirements.
i.
Must have a valid driver's license.
ii. The driver of any vehicle must be under the age of 55 when taking driving
responsibilities.
iii. Should have prior experience and understanding of common routes in the
chosen area.
IV. Literate with a basic understanding of the English language.
v. Well-mannered, properly dressed, and of good character.
vi. Preferably previous job experience with an international organization.
vii. The driver must be aware of the safety and security problems in the
project operation area.
viii. The driver must follow all local norms and regulations, drive with
caution and attention, be aware of the road conditions, and not use a cell phone
while driving.
ix. Drivers must have a minimum of 10 years of driving experience, with at
least two
h) Overtime, outstation allowances, boarding and lodging for
drivers shall be the responsibility
of the service
provider; no special allowance will be granted to the driver in this regard.
i) Toll taxes, parking fees, and other expenses will be repaid to the company
based on original receipts submitted with the invoice
.
j) The vendor will be solely responsible for vehicle maintenance, service, and
wear/tear, including but not limited to routine vehicle oil changes and the
replacement of all filters
k) Comprehensive insurance will be the responsibility of the service provider;
no additional fees will be charged in the event of an accident or automobile
theft.
l) All cars must have the appropriate tools, such as a spare
wheel, jack wheel spanner, towing rope, etc.
m) The car must have a first-aid kit, a fire extinguisher, phone charging components,
and a large umbrella.
n) The listed pricing will be fixed for a one-year term. The fuel price will be
determined at the agreed-upon rate.
o) The quote in response to this RFQ shall be valid for one month.
a) The service provider must also specify a lead time for the provision of
services after receiving the order
.
q) The service supplier must be GST registered and able to submit a GST
invoice.
Quote Guidelines and Instructions
Please send all quotes on firm letterhead, using the Bid
Submission Form found in Annex B.
Quotes must be valid for at least [30] days and contain a
photo of the required item
Any deviations from the specifications should be clearly indicated on the
quote.
In addition, the cover page must contain the following information:
Business name, address, phone number, and email.

Criteria
Pass/Fail: The offeror's bid must be valid for 30 days.
PASS/FAIL: Offeror must be an active taxpayer under NTN.
PASS/FAIL: The offeror must have at least three (3) years of experience and
send two (2) copies of similar purchase orders/contracts with the proposal.
Offerors who match the PASS/Fail criteria will be evaluated using the following
criteria.

the following criteria:

Supplier with technically compliant offer and lowest CIP
cost will receive [80] points. All other bidders' scores will be reduced by 1%
for each 1% increase in price above the lowest total price.
The requested item must be ready for shipment within two weeks following
contract issuance. No credit will be issued for earlier availability dates. All
bidders who submit a quote within the allowed range will receive [20] points.
All other bidders' scores will decline by 1%.
Preference will be given to suppliers that can quote all products;
nevertheless, multiple or no awards may be granted.
Payment Terms:
Payment will be made net 30 of the commercial invoice and the receipt of a
Goods Receipt Note from the end user.
GST
Compliance
The project is qualified for a sales tax exemption. The GST amount will be
withheld, and an exemption notice will be sent within 90 days of receipt of the
invoice. If the exemption letter is not received within this timeframe, the
withheld GST amount will be paid at the end of the 90-day USAID compliance
timeline.

Terms
Pathfinder has the right to cancel this solicitation at any
time and is not obligated to issue a subcontract as a result of it.
Pathfinder will not pay any fees incurred in the development of proposal-related
materials or delivery.
The resulting Purchase Order is subject to the Terms and Conditions listed in
Annex A.
