Job Description:

Duty Station of the Consultancy: Remote Assignment

Duration of Consultancy :30 Days 

Nature of The Consultancy:  The Consultant  Report Writer will develop and produce the CRA-North Final Project Narrative Report;

Project Context and Scope:

The goal of the Community Resilience Activity-North (CRA-North) Project is to assist the provinces of Khyber Pakhtunkhwa, Sindh, and Balochistan in their efforts to prevent conflict, promote community resilience, and recover from floods. At the regional and district levels, CRA-N will closely collaborate with the Government of Pakistan (GoP) while pursuing a multidisciplinary and community-participatory strategy. A Final Project Narrative Report, which will give a thorough account of the CRA-North programming Activities, Impact Analysis, Stakeholder Engagement, and Learning throughout the Project Lifecycle, is a requirement for the CRA-North Project to fulfill with our donor. Under the direct supervision of the Deputy Chief of Party of CRA-North and the general oversight of the Chief of Party of CRA-North, the Consultant Report Writer will be employed.

In order to ensure that the Final Project Report Narrative emphasizes the CRA-North Project roles under (i) Increase Civic Engagement, (ii) Strengthen Community Cohesion, (iii) Support TDP Reintegration In Targeted Areas, and (iv) Support Flood Affectees To Build Back Better—while reducing marginalization and increasing resilience among targeted communities—the Consultant Report Writer will develop and produce the CRA-North Final Project Narrative Report in coordination with the CRA-North Programming, Communications, and Monitoring, Evaluation & Learning Departments.

Category B Consultant:   Tasks To Be Performed Under This Contract
In order to assist with the creation of the project's final project narrative report, CRA-North is looking to hire a highly qualified individual consultant for the position of report writer. This person would be responsible for the following duties:
Present and deliberate upon the Final Project Narrative Report framework and arrangement with the CRA-North Project Leadership, the Donor, and additional team members, considering the Project Background, Deliverables, Implementation Method, Performance Analysis, Accomplishments & Results, Difficulties & Acquired Knowledge, Suggestions & Afterthoughts.
Examine the Technical Proposal, Weekly Chronicles, Quarterly Progress Reports, Monitoring, Evaluation, and Learning Reports, Stakeholder, Consultant, and Implementing Partner Data, Success Stories, and associated Programmatic Strategies, among other necessary CRA-North Project Documents.

To gain further insight into the Project History & Direction, Implementation Progress, Stakeholder Engagement, and how Challenges were discovered and solved, conduct interviews with key CRA-North Project personnel.

Using the guidelines that have been agreed upon, draft the CRA-North Final Project Narrative Report, taking into consideration the following points: (i) Synopsis of the Change, Objectives, and Activities theory of the CRA-North Project; (ii) A comparison between the actual and planned programmatic targets for all activity outputs and outcomes; (iii) an explanation of deviations from the original objectives; (iv) a discussion of challenges encountered and how they were resolved; (v) a summary of key accomplishments, success stories, and lessons learned; (vi) the inclusion of tables, graphs, charts, diagrams, photographs, illustrations, timelines, and other visual aids.
Make sure the CRA-North Final Project Narrative Report is no longer than 35 pages, includes the appropriate graphics to strengthen the story, covers (i) Key Objectives, (ii) Partnerships, and (iii) Programmatic Results, and describes the Project's geographic scope, size, and results.

Category B Consultant: Tangible & Measurable Outputs Of The Work Assignment

Deliverable #1: Report on Kick-Off Meeting Submission (2–3 Pages): Kickoff Meeting: Discuss the structure and format of the final project narrative report, which will reflect on the project background, deliverables, implementation approach, performance analysis, accomplishments and outcomes, challenges and lessons learned, recommendations, and appendices. This meeting will be attended by the project donor and members of the CRA-North program team. The necessary CRA-North project documents, such as the technical proposal, weekly chronicles, quarterly progress reports, monitoring, evaluation, and learning reports, stakeholder, consultant, and implementing partner data, success stories, and associated programmatic strategies, will have been shared by CRA-North prior to this Kick Off Meeting. The consultant will turn in a concise (two to three pages) report summarizing the kick-off meeting, outlining the topics discussed and the agreed-upon future steps.

 This Kick Off Meeting Report is due to CRA-North by Friday, November 22, 2024. There is no payment tied to Deliverable #1

Deliverable #2: 35-page project narrative report (without annexes) submitted in draft form The consultant will review the CRA-North Project Documents, including the Technical Proposal, Weekly Chronicles, Quarterly Progress Reports, Monitoring, Evaluation & Learning Reports, Stakeholder, Consultant & Implementing Partner Data, Success Stories, and related Programmatic Strategies, after the Kick Off Meeting Discussion regarding the Project Narrative Report structure and format, including the Project Background, Deliverables, Implementation Approach, Performance Analysis, Achievements & Outcomes, Challenges & Lessons Learned, Recommendations & Appendices); in order to gain a better understanding of the Project History & Direction, Implementation Progress, Stakeholder Engagement, Challenges & Lessons Learned, and Related Programmatic Strategies, key personnel will be interviewed.

Project leadership, programming departments, communications departments, monitoring, evaluation, and learning departments, and resource management unit departments should all be included in these discussions. Following these procedures, the consultant will draft a project narrative report in accordance with the requirements that have been agreed upon, which may include, but are not limited to, the following points: This section includes the following: (i) an overview of the CRA-North Project Theory of Change, Objectives, and Activities; (ii) an analysis of the programmatic targets achieved compared to planned for all activity outputs and outcomes; (iii) an explanation of any deviations from the original objectives; (iv) a discussion of the challenges encountered and how they were resolved; (v) a list of the project's major accomplishments, success stories, and lessons learned; and (vi) the inclusion of tables, graphs, charts, diagrams, photographs, illustrations, timelines, and other visual aids.

This DRAFT Project Narrative Report is due to CRA-North by Wednesday, December 04, 2024. There is no payment tied to Deliverable #2.

Deliverable#3: Final Project Narrative Report Submission (35 Pages, Not Including Annexes): The required written response must be received by Monday, December 09, 2024, following the DRAFT Project Narrative Report's submission to CRA-North by Wednesday, December 04, 2024. The consultant will next, among other things, (i) Complete the CRA-North Final Project Narrative Report in compliance with the established specifications, which may include the following points: The CRA-North Project theory of Change, Objectives, and Activities is outlined in (i); Programmatic targets achieved vs. planned for all activity outputs and outcomes are analyzed in (ii); explanations of deviations from the original objectives are provided in (iii); challenges encountered and how they were resolved are addressed in (iv); key accomplishments, success stories, and lessons learned are included in (vi); and tables, graphs, charts, diagrams, photographs, illustrations, and timelines are included.

(ii) Make sure the CRA-North Final Project Narrative Report is no longer than 35 pages, with the relevant graphics included to improve the story. It should also cover the following topics: (i) Key Objectives; (ii) Partnerships; (iii) Programmatic Results; and a description of the Project's geographic scope, size, and long-term, sustainable impact. Combine the remaining inputs, such as financial data, partnership and stakeholder data, media monitoring, etc., into the Report Annexes (no page limit); and (iii) provide the CRA-North Project Narrative Report to the CRA-North Team by December 18, 2024, at the latest.

  • The FINAL Project Narrative Report is due to CRA-North by Wednesday, December 18, 2024. Once Deliverable #1, #2 & #3 are approved by CRA-North, the Consultant will  receive 100% Payment for the CRA-North Final Project Narrative Report Assignment, within 30 days after the CRA-North approval for Deliverable #3 has been provided.

Performance Indicators For The Evaluation of Results:

Timeliness: The consultant will see to it that CRA-North gets the project narrative report by Friday, November 22, 2024; the report from the Kick Off Meeting by November 22, 2024; and the report from the DRAFT project narrative by December 06, 2024, by December 18, 2024.
Content Quality: The FINAL Project Narrative Report must be written in compliance with the established guidelines, with a focus on providing a coherent and clear flow of information throughout. It must also include pertinent data, examples, and evidence to bolster key points, and—above all—discuss the CRA-North Project's overall impact and sustainability beyond its completion.

Clarity: The Consultant must adhere to the CRA-North report guidelines and template criteria, using clear and succinct language throughout the report, and making sure that all grammar, spelling, and formatting are correct.
Consideration of Stakeholder Roles and Engagement: The Project Narrative Report needs to show the roles of the stakeholders in relation to the overall CRA-North Project implementation efforts, and it needs to include input from important stakeholders (e.g., Program Participants, Government Entities, Academic Institutions, Implementing Partners, Service Providers, etc.).
Last but not least, the Project Narrative Report needs to contain Actionable Recommendations. These should offer well-thought-out conclusions based on the identified CRA-North Project Results, along with practical suggestions for how these results might be furthered and implemented by donor-funded programming in the future.

Education, Experience and/or skills required:

Advanced degree from university in any relevant field, such as public relations, journalism, creative writing, communications, or social sciences.
Strong mastery of English grammar, spelling, and language usage combined with exceptional writing, editing, and proofreading abilities.
A minimum of five years of pertinent professional experience required, preferably for UN agencies and/or donor-funded development organizations, writing reports, professional communications products, and other work products and documentation; with a track record of meeting deadlines and delivering work products on time.

a demonstrated history of producing programmatic reports for development organizations supported by donors; expertise in creating programs for community resilience is highly valued.

shown capacity to condense and organize vast amounts of material into coherent stories within strict time restrictions.

proven track record of conducting subject-matter interviews, data analysis, and research

Proficiency with Project Management principles, procedures, and language of UN agencies and/or development organizations is necessary to effectively explain project details, accomplishments, and challenges.
strong writing, editing, and proofreading abilities along with an accurate and meticulous attention to detail.
Ability to modify writing style and tone for a variety of readers, including non-technical stakeholders as well as technical professionals.

Experience working with cross-functional teams to achieve high-quality deliverables, including project leadership, donor teams, programming, communications, monitoring, evaluation, and learning departments.

Proficiency in the creation and presentation of reports utilizing word processing software, data visualization tools, and related software applications.
