OVERVIEW
2) Pakistan Youth Leadership Initiative
(PYLI), a three-year project spearheaded by the British Council in
collaboration with WaterAid Pakistan, the Higher Education Commission (HEC),
local CSOs, public universities, and the Government of Pakistan's Prime Minister's
Youth Development Program, is being introduced by WaterAid Pakistan. The
"Reach Out to Asia" program of the Qatar-based Education Above All
Foundation is contributing funding to the project.
A total of 90,000 young people from communities and colleges will receive
training in climate action, leadership, and global citizenship throughout the
project's duration. After that, these young people will engage in Youth Led
Climate Actions (YLAs) in their communities, concentrating on the following
themes;

Furthermore, these youth will be further involved in policy
dialogue and advocacy, participate in national and international climate
events, and showcase their successful project

BACKGROUD
9) With the biggest generation of youth
in the nation's history—27% of whom are between the ages of 15 and 29—Pakistan
is the fifth-youngest country in the world. There are significant differences
in the young population based on factors such as location, gender, and
socioeconomic status. Pakistan is among the five nations most impacted by
climate change in the twenty-first century. In order to execute climate
reduction and adaptation strategies, the project will be crucial in fostering
an atmosphere that will allow youth to be fairly included in policy and
decision-making related to climate action at the local, national, and
international levels. The government, academics, CSOs, and international
platforms that support climate action, as well as enhanced youth inclusion,
leadership, and participation, will be among the key stakeholders involved.

3) OBJECTIVES OF THE CONSULTANCY

Develop a comprehensive blended training curriculum that
effectively integrates Youth Leadership (PYLI), Climate Change, and WASH
topics.

Ensure the curriculum is adaptable for both online and
face-to-face training formats.

Incorporate interactive and practical elements to engage
participants and reinforce learning.
4) TARGET AUDIENCE
Young people (ages 18 to 24) living in rural and semi-urban areas in all
four provinces of Pakistan who are intersectionally affected by gender, age,
education, socioeconomic status, disability, and religion, as well as at-risk
youth groups who are directly impacted by climate change and its detrimental
effects on human lives, livelihoods, and ecosystems, are the target audience
for the developed module.
SCOPE OF WORK

Curriculum Design:
15) To determine the main learning
objectives and the needs of the target audience, do a needs assessment.
Provide comprehensive curricular materials on WASH, Climate Change, and PYLI
while making sure they are in line with modern trends and best practices.
Provide lesson ideas, training materials, and assessment tools for use in both
offline and online training modules.
Incorporate interactive elements, such role plays, case studies, and group
activities, to raise participant interest.

Content Development:
17) Create training materials that are
easy to understand and brief, such as handouts, presentations, and digital
resources.
Provide a range of educational exercises and tests to gauge participants'
knowledge and proficiency.
Make sure the materials are appropriate for the target audience's culture.

Blended Learning Approach:
19) Create a mixed learning paradigm that
incorporates both online and in-person instruction.
Establish best practices and criteria for presenting the content in both modes.
Make suggestions for appropriate digital resources and platforms that will
support online education.

Review and Feedback:
21) Give WaterAid a draft of the
curriculum so they may examine it and make any necessary revisions.
In order to make sure the curriculum satisfies the project's goals and quality
requirements, make revisions depending on feedback.

7) DURATION
It is
anticipated that the consultancy will last for one month, from September 10,
2024, until October 10, 2024. The commencement of the consultancy will involve
the establishment of precise benchmarks and due dates.

AND EXPERIENCE
a track
record of creating training programs on youth leadership, climate change, and
WASH.
strong understanding of mixed learning strategies and expertise creating
training materials for offline and online use.
exceptional communication skills both in writing and speaking.
Capacity to successfully integrate feedback and collaborate with a variety of

9) EVALUATION
CRITERIA
Proposals
will be evaluated based on the following criteria:
Proficiency
in curriculum development related to gender and climate change, climate
resilience WASH, and climate change (example manuals must be submitted with the
project).
Qualifications and experience of important persons working on the project,
particularly those holding appropriate degrees and certificates in their
fields.
a thorough and well-defined process for creating a training toolbox.
a realistic, well-organized work plan that outlines the essential tasks and the
dates by which the job must be finished.
